Anyone who observed the Telegraph Road construction could tell that the project would never be completed in 2010. Too few road crews were stretched over too large an area. My friends and I all wonder the same thing: why couldn't the contractor hire twice as many people and get the job done in half the time? Same cost, project completed faster. The crews would have discovered the misplaced sewer a lot earlier and could have fixed the problem this year. I'm weary of consistently bad news and "surprises" that really aren't surprises on road projects. It's an industry that fails over and over again, and remains completely insulated from the kinds of market forces that would punish inefficiency in any other setting.
