Contractor charged with racketeering crimes

A former Rochester Hills resident on Tuesday, October 3, was arraigned on felony charges stemming from a series of contracting businesses he owned and allegedly used to commit thousands of dollars worth of fraud on victims in Oakland, Wayne, Macomb, Washtenaw and Genesee counties, the Rochester Police Department said.

 

John Houston Floyd was charged with one count of fraud by false pretenses of $20,000 to $50,000, a 15-year felony; one count of conducting a criminal enterprise, racketeering with seven predicate offenses, a 20-year felony; one count of conspiracy, a 15-year felony; and one count of forgery affecting real property, a 14-year felony.

 

Police said Floyd used his businesses, Roof Giants, Cement Giants and Superior General Contracting, to bilk victims out of thousands of dollars, with many never receiving any type of work or payment for work that Floyd had promised to complete.

 

The charges are a result of a one-year investigation by the Rochester Police Department's Detective Bureau. The case was originally presented to the Detroit Metropolitan Identity Theft/Financial Crimes Task Force where the Michigan Attorney General's Office Criminal Division agreed to prosecute the case.

 

Floyd, who is serving a sentence for an unrelated crime, was arraigned via video from the Oakland County jail on October 3 in 52-3 District Court in Rochester Hills. Bond was set at $150,000 cash, without 10 percent permitted. 

 

Police said Floyd will be required to serve his sentence for an unrelated offense before the court process on the case may continue.
