A 19-year-old man and 18-year-old man were caught and given citations for disorderly conduct in Birmingham the night of Sunday, August 16, for using a bullhorn on top of a parking structure near the 300 block of N. Old Woodward.
One of them also allegedly threw food at a bystander, according to police.
