While near the exit to the Peabody Street parking garage in Birmingham on Wednesday, November 26, a city police officer saw a 19-year-old from Warren tail his friend’s car closely to avoid paying the ticket fee for the garage.
The officer reported that the teen was issued a citation for failing to pay.
